Good News for Readers in college/university that UGC made some changes in their pay band, now the Ball is in HRD court. wait and watch this space, further read on,
University Grants Commission on Wednesday accepted the report of its Pay Review Committee.
Readers in colleges/universities could have got a better deal, UGC made some changes in the pay band.
UGC will now send its recommendation to the HRD ministry.
HRD ministry to accept the recommendations after consulting the finance ministry.
UGC's Pay Review Committee has recommended a minimum of 70% salary hike along with a host of increments and allowances to teachers. At the entry level, an assistant professor (earlier called lecturer) would get at least Rs 5,000 more than a newly recruited IAS.
The committee said the Centre should bear 100% burden of states for the next five years. In fact, if states implement all recommendations effectively, the committee said the Centre should bear 50% of salary burden for another five years.
The report puts premium on youth, creates new posts like senior professor, professor of eminence, makes career growth faster for those with impeccable academic credentials, scoffs at the trend of contract teachers, makes research easier, recommends pension after 20 years of teaching and wants teachers to get assessed by students. Now one can become professor within 15 years of joining the profession unlike the earlier 17 years.

Professor A. Vaishampayan, UGC Career Awardee : I appreciate Prof. Chaddha Commission's Report to redress the anomaly of previous pay commission, by recommending to grant promotion under MPS/CAS (along with arrears) from date of eligibility and not from 27.07.1998 in view of the implementation of the whole 5th pay package from 01.01.1996, as the earlier arbitrary decision (to give promotion from 27.07.1998) spoiled the professional career of all those university teachers who were already eligible for promotion on or before 01.01.1996, as per UGC criteria, and faced tough screening and selection process but still got the promotion with effect from not earlier than 27.07.1998 without any rhyme and reason. This may please be clarified to be equally applicable for teachers being promoted both as a Reader and Professor under CAS/MPS to be uniformly effective from the date of eligibility. After the due justice to the sufferers, as above, their redressed salary arriving at on 01.01.2006 may please be considered for fixation under the new UGC pay scale, recommended by Prof. Chaddha.
Furtrher, Prof. Chaddha deserves hearty appreciation to recommend granting the designation of Senior Professor to the teachers in a university who have been consistently serving as a Professor for 10 years. It is, however, extremely important to please see that this well-deserved incentive is extended to all those who have been in position for 10 years as a Professor (or whenever they complete 10 years) without any pick and choose, if nothing is known against their character and conduct as a Professor. It would be nice if at least 4 advanced increments are permitted on completion of 10 years as a Professor while being re-designated as a Senior Professor (as has been recommended for Pro-V.C.s). This will be the minimum courtesy from the MHRD to honour this highest literate position under the Govt. of India who builds up and shapes the able human resources through this noble profession to carefully and graciously command different spheres of the whole nation.
Further, I do agree with Professor Chaddha that teachers’ periodical appraisal and emphasis on the maintenance of discipline, morality and sense of integrity should be the part and parcel of the new pay package.
UGC/AICTE HAVE FAILED TO GURANTEE IMPLEMENT FACULTY DEVELOPMENT PROGRAMMES (allowing for attending short term courses, conferences-India, abroad, higher studies-QIP etc) BY THE COLLEGE ADMINISTRATIONS. UGC/AICTE HAVE NOT TAKEN ANY DISCIPLINARY ACTION AGAINST SUCH INSTITUTIONS.THERE ARE MORE THAN 90% SUCH ERRING INSTITUTIONS. BUT THESE COLLEGES ARE VERY STRICT IN IMPLEMENTATION OF C.A.S. CONDITIONS ON THE FACULTY!!!! THIS HAS LEAD TO DENIAL OF C.A.S. BENIFIT TO MANY FACULTY MEMBERS IN THE COLLEGES.SO IT IS IMPORTANT THAT GOVT.(MHRD) SHOULD REMOVE CAS INTERVIEWS AND STOP HARASSING AND HUMILIATING TEACHING COMMUNITY.LET THERE BE TIME BOUNDED PROMOTIONS AS IN OTHER GOVT. ORGANISATIONS.I REQUEST ALL MY COLLEAGUES WHO ARE IN TEACHING TO JOIN HANDS IN RAISING THIS SERIOUS ISSUE WITH MHRD.ALL TEACHERS ASSOCIATIONS ARE REQUESTED TO ACT IMMIDIATELY
Chadha committee report suicidal for readers.
It has the following characteristics
1. Plethora of anomalies.
2. Did not understand the concept of Grade Pay and Pay Bands given in Sixth Central Pay Commission.
3. Putting School Principal higher than the Sr. Lecturer could turn out to be cancerous for higher education.( In 4th pay commission he was lower and in 5th he became at par with Sr. Lecturer) Next time he may cross the readers, courtesy Prof Chadha.

5. Contradictions throughout the report.
6. While removing the earlier anomalies, it created its own anomalies in much more numbers.
what about that degree college lecturers who pass the JRF exam conducted by UGC, after joining the government college as full time regular lecturers? if they pass within probationary period can they go on FIP programme? if they belongs to SC/ST category they have any special concession or preference? any reference in latest 6th pay review report..

As only few academic institutions are having better infrastructure facilities which are denied for vast majority of teachers at University and College level, so UGC has to consider this problem on war footing and provide funds for strengthening of facilities so that all the teachers can get benefitted.UGC should also look into the problem of academic apatheid situation which exsists in few academic institutions, where even though fully qualified and eligible teachers are available in the same dept., only few are getting the oppurtunities for heading the dept or institution.

Kindly read my submission carefully and decide what should be done to save the SelGrade/Reader colleagues.
Payband 3 is as under and all the earlier 8000-..,10000-...,12000--- scales having various stages in the scales are as shown here. The Selection/Reader grade stages are shown as R1, R2, R3,..,R19 including all the three stagnation increments.
There are a total of 87 distinct stages in all the pay stages grouped under P3 and all follow a master scale pattern in this band where as in P4 band, each scale has its own fitment pattrn and are not compatible with each ither.
In the following list, please note that we have to select our basic pay as on 1-1-2006 shown in the second column. Third column figure corresponds to the new basic pay. Then add your grade pay to that figure. This will be the new BASICFIXED as on 1-1-2006.
on 1-7-2006 it will be 1.03 times BASICFIXED say b176
on 1-7-2007 it will be 1.03 times b176 say b177
on 1-7-2008 it will be 1.03 times b177 say b178
on 1-7-2009 it will be 1.03 times b178 say b179
and so on...
Our friends in the 12000-420-18300 scale even after 3 stagnation increments reaching 18300+420+420+420=19560 will still get placed at 36390 and must spend one more year to reach the end stage of 15600-37000 band.
Congratualtions to all our SelGrade/Readers! Spend your lifetime in the same pay scale. Right from beginer to finisher all will fit in the same pay scale and will perish!
It is high time we must do some thing or lest we will never go out of the Payband 3 Slavery.

The P4 band's fixations are independent of the pay scales and each pay scale in this band has its own fixation.
