The University Grants Commission appoints a Committee to Review the Scales of Pay of the Teachers in the Universities and Colleges. AIFUCTO would urge Prof. Chadha Committee to bear in mind the following broad principles while formulating its proposals for the 6th UGC pay scales for university and college teachers:
- Parity of college and university teachers with at least Group A Officers of the Central Government in pay scales, allowances and perquisites
- Incentive for contribution to teaching and extension on par with research
- Resolving the anomalies in the V Pay revision ,particularly that relating to the date of implementation of C.A.S
- Implementation of new scales w.e.f. 1.1.2006
- 100% Central Assistance for the implementation of the revised pay package for 10 years
- Mandatory, uniform and simultaneous implementation of the new package throughout the country

The minimum qualification required for the appointment of lecturers should remain as good academic record with 55% marks at the PG level or “B Grade” in the seven point scale where grading system is followed. The candidates should also have cleared the NET conducted by the UGC/CSIR or similar tests accredited by the UGC.

UGC pay panel recommends 70 pc hike The University Grants Commission-appointed pay review committee, headed by Prof G K Chaddha on Friday recommended over 70 per cent pay hike with additional allowances and new positions to academics in the higher education sector. It also recommended 65 years as the retirement age, which can be extended up to 70 years.
The committee submitted its report to UGC Chairman Prof Sukhadeo Thorat. UGC will meet on October 7 and 8 to accept the recommendations.
Pay hike, perks await teachers
Over five lakh college and university teachers may soon get unprecedented salary hikes, additional fringe benefits and new titles, according to a pay panel’s recommendations submitted to the University Grants Commission today.
The UGC is meeting on October 7 and 8 to discuss the report before it is forwarded to the HRD ministry, commission chairman Sukhdeo Thorat said.
Lecturers should be renamed assistant professors and readers renamed associate professors, the panel has suggested.

UGC-Pay Review Committee on Friday recommended a whopping over 70 percent pay hike with additional allowances and new positions to academics.
The committee, headed by Prof G K Chadha, today submitted its report to the UGC Chairman Prof Sukhadeo Thorat.
As per the recommendations, at the entry level, a faculty member will join as an assistant professor, not as a lecturer as earlier, and his new pay band will be between Rs 15,600 to Rs 39,100. The teacher at the entry level will be entitled for a grade pay of Rs 6,600. At present, a lecturer's pay scale is between Rs 8,000 to Rs 13,500.
For assistant professor, assistant professor (senior scale) and assistant professor (senior grade), the pay band will between Rs 15,600 to Rs 39,100 while the grade pay will vary, Chadha told reporters in New Delhi.
The hike would benefit more than five lakh teachers in over 400 universities and over 6,000 colleges in the country.

The tragic case of very senior Readers who served( before retirement in Nov./Dec.,2005) for nearly 18-20 years as Readers without promotion to the grade of Professor is unfortunately left out/ignored. Their placement in Rs.14940/- in 1996 will not enable them to get higher pay.Most of them stagnated at Rs.18300/-and retired. Hostile bureaucracies in states like Orissa will fix the pay of 18yrs senior Readers at the minimum of Asst.Prof.(Senior Grade)at Rs.15600/-. The kind consideration of their case by the UGC Chairman, the Secretary, MHRD & Hon.Minister is the only hope. Had AIFUCTO in 1998 accepted the then MHRD offer for RS.14300/- scale instead of Rs 14940 placement , senior Readers would have been benefited. AIFUCTO now should take up the case of 15-yrs senior Readers with MHRD & Hon.Minister & even Madam Sonia Gandhi.They should be given Professor grade scale of pay.
Most disappointing factor in G.k. Chaddha committee is that it left the issue of appointment at entry level. Everything is quite satisfactory. Lecturer would get whooping salary to other allowances. However, how the youngsters would get attracted when in appointment process colleges and university openly do favouritism to their own candidates and outsiders faces negativism at departmental level. There must be universal recruitment process. Why not UGC thinking in line of UPSC that there should be a centralized recruitment process for all central universities and according to the merit candidate would get priority of their choices. Once or Twice interview shall be conducted at national level in a year and accordingly panel will be send to all colleges and university to appoint the person who have been shortlist.
It may end the agony of many youngsters who have been continuously getting victim of declining process of recruitment and adhocism .

the committee should have been final in its effort .but .agitations will delay the implementation.ugc should consult the aifucto and expediate the matter.
Tragic that very senior Govt. & private college Readers with 15 to 18 years in the grade & 35 years of total service, those who were placed in Rs.14940/- on 1.1.1996 are to get less than 50% of University Professors. Prof. Chadha should have known better that Readers in colleges stagnate for 15 - 20 years and retire. The committee has done terrible injustice to very senior Readers who suffered great agony & anguish because professor posts were withdrawn by UGC from colleges. Hon.UGC chairman, Hon.Minister must intervene. We expect Madam Gandhi to kindly order that Readers with 15 years or more of seniority should be given Professor grade pay. Otherwise , thousands of very senior Readers will be despondent & seriously demoralized.
The Chadha committee report submitted to the UGC is far short of the expectations of the teachers community in respect of salary scales allowances and benefits and also in bolstering strong system of higher education in the country.It is a very feeble note of acceptance of teachers in to the B Group of employees.It has left the space and place for the bureaucrats to lead the civil society.. There is hardly any thing in the report that can cause the attraction among the men and of talent and quality with such pay scales and position.
In new UGC payscales the associate professors having more than 15 years of experience will feel highly demoralised for getting the scales of asstt professors PB. Only advantage being given to professors only. They know in many Universities CAS are not conducted so they could not become professors and now they will get very lower grade in compariosn with professors.This is a serious anomaly in 5th pay commission also senior one were given higher starting of 14940. Now all sr associate professors should also get PB-4 of 37000 to 67000 with grade pay of 8700 should be made at par for college readers and university readers.
I agree with the injustice done to Asst Professors.Govt should ensure justice, otherwise I request some Teachers’ Assn has to take immidiate step and reject this UGC report. I REQUEST ENTHUSIASTIC FACULTY WHO IS WORKING AS ASST PROFESSOR TO TAKE INTIATIVE AND START NATIOWIDE AWARENESS TO GIVE REPRESENTATION TO GOVT.It is too much now.Teachers are taken for granted. Also in the name of CAS based on INTERVIEW, teachers are being harassed without supporting faculty development programmes by the higher authorities in the colleges. How can a teacher gets himself eligible for CAS conditions without faculty development support from the institutions? THIS MUST BE STRONGLY OPPOSED. gOVT SHOULD GO FOR time-bounded PROMOTIONS RATHER THAN INTERVIEW BASED CAS PROMOTIONS.
Mr. Chada has not actually read even the 6th pay commission report and the subsequent modifications in the scales themselves and the grade pays.
In the MINISTRY OF DEFENCE, Department of Defence the teachers working in Master Gazetted in Military Schools are given the Assistant Professor 8000-13500 Scale of the UGC – a true place where the 8000-13500 scale should be implemented. Please note that Chada has equated our Assistant Professors in Universities with the Masters in Military Schools (upto 10 th class and in some case up to 12th class). The six pay scales gave 5400 grade pay for 8000-13500 scale while Chadda started it with 6600 a raise of Rs. 1200.
In the MINISTRY OF AGRICULTURE the Managers (Procurement/Processing/Quality Control/Distribution) in Delhi Milk Scheme who were in the payscale of scale of 10000-15200 [ Note: our Assistant Professor (selection Grade) ] were retrospectively moved to 12000-16500 and given 7600 grade pay. Our poor senior scale colleagues have to be content with 7200 grade pay. Ppprofffessorrr Chadda have you noticed it? WE SHOULD PRESS FOR EXTENSION OF SAME BENEFIT WITH RETROSPECTIVE EFFECT (1-1-96 onwards) for our Sr.Scale colleagues to get their pays refixed in 12000-16500 from 1-1-96 and they should be given arrears for the past and the grade pay for Sr. Scale must be moved upward at least to 7600+1200 = 8800.
In the MINISTRY OF HOME AFFAIRS, the Additional DIGs in CPMFs who were in the basic pay of 14300-400-18300 ( a par t of the Associate Professors’ scale) is moved to 16400-450-20000 scale (a part of our Professors 16400-450-20900-500-22400) and given the grade pay of 8900 . All the Associate professors (selection grade) must be moved into the 14300-450-22400 or 16400-450-20900-500-22400 scale with retrospective effect and be given the grade pay of 8800+1200 = 10000 (the same given to that scale in the 6th pay commission pay bands).
Similarly the Professors grade pay must be 10000+1200 =11200 and it should be rounded up to 15000 and they be extended the Rs.18400-500-22400 scale with retrospective effect. This way only some justice can be done to the teaching community in my opinion.
I summarise as under:
FIRST STEP
a. Asst. Prof – (8000-275-13500) to 10000-325-15200 from 1-1-96 and then move to payband 3 with 7600 grade pay.
b. Asst.Prof.(sr) – (10000-325-15200) to 12000-375-16500 from 1-1-96 and then move to payband 3 with 8800 grade pay.
c. Asso.Prof(sel) – (12000-420-18300) to 14000-450-22400 from 1-1-96 and then move to payband 4 with 10000 grade pay. Prof. – (16400-22400) to 18400-500-22400 from 1-196 from 1-1-96 and then move to payband 4 with 11500 grade pay.
d. Move all professors who crossed 21400 in the replacement scale stage as Sr. Professors with grade pay of 12500.
I hope this type of revision alone may pacify the hurt colleagues in the universities and colleges at least a little.

I appreciate Prof. Chaddha Commission's Report to redress the anomaly of previous pay commission, by recommending to grant promotion under MPS/CAS (along with arrears) from date of eligibility and not from 27.07.1998 in view of the implementation of the whole 5th pay package from 01.01.1996, as the earlier arbitrary decision (to give promotion from 27.07.1998) spoiled the professional career of all those university teachers who were already eligible for promotion on or before 01.01.1996, as per UGC criteria, and faced tough screening and selection process but still got the promotion with effect from not earlier than 27.07.1998 without any rhyme and reason. This may please be clarified to be equally applicable for teachers being promoted both as a Reader and Professor under CAS/MPS to be uniformly effective from the date of eligibility. After the due justice to the sufferers, as above, their redressed salary arriving at on 01.01.2006 may please be considered for fixation under the new UGC pay scale, recommended by Prof. Chaddha.
Furtrher, Prof. Chaddha deserves hearty appreciation to recommend granting the designation of Senior Professor to the teachers in a university who have been consistently serving as a Professor for 10 years. It is, however, extremely important to please see that this well-deserved incentive is extended to all those who have been in position for 10 years as a Professor (or whenever they complete 10 years) without any pick and choose, if nothing is known against their character and conduct as a Professor. It would be nice if at least 4 advanced increments are permitted on completion of 10 years as a Professor while being re-designated as a Senior Professor (as has been recommended for Pro-V.C.s). This will be the minimum courtesy from the MHRD to honour this highest literate position under the Govt. of India who builds up and shapes the able human resources through this noble profession to carefully and graciously command different spheres of the whole nation.
Further, I do agree with Professor Chaddha that teachers’ periodical appraisal and emphasis on the maintenance of discipline, morality and sense of integrity should be the part and parcel of the new pay package.
The Lecturers/Asstt Professors in selection grade(Associate Professor's grade)especially those who had been stagnating at 18300(and have not got even a single increment because UGC never gave clear instructions about stagnation increments) for the last many years should have been placed in payband-4 with their genuine grade pay.This is a serious anomaly and should be addressed urgently.
Moreover,what about those who are in job on 1.1.2006 and have retired in the meanwhile(between 1.1.06 and till the implementation of grades)because they had attained 60 yrs.They will now be allowed to serve upto 65.This also is an anomaly that needs to be addressed.

Payband 3 is as under and all the earlier 8000-..,10000-...,12000--- scales having various stages in the scales are as shown here. The Selection/Reader grade stages are
shown as R1, R2, R3,..,R19 including all the three stagnation increments.
There are a total of 87 distinct stages in all the pay stages grouped under P3 and all follow
a master scale pattern in this band where as in P4 band, each scale has its own fitment
pattrn and are not compatible with each ither.
In the following list, please note that we have to select our basic
pay as on 1-1-2006 shown in the second column. Third column figure corresponds to the new basic
pay. Then add your grade pay to that figure. This will be the new BASICFIXED as on 1-1-2006.
on 1-7-2006 it will be 1.03 times BASICFIXED say b176
on 1-7-2007 it will be 1.03 times b176 say b177
on 1-7-2008 it will be 1.03 times b177 say b178
on 1-7-2009 it will be 1.03 times b178 say b179
and so on...
Our friends in the 12000-420-18300 scale even after 3 stagnation increments reaching
18300+420+420+420=19560 will still get placed at 36390 and must spend one more year to reach the end stage of 15600-37000 band.
Congratualtions to all our SelGrade/Readers! Spend your lifetime in the same pay scale. Right from beginer to finisher all will fit in the same pay scale
and will perish!
It is high time we must do some thing or lest we will never go out of the Payband 3 Slavery.

band's fixations are independent of the pay scales and each pay scale in this band has its own fixation. As per the procedure

The status of the readers who have been promoted through a selection committee interview is not clear. earlier the number of years was 9 so does that mean that the teachers would again face another interview to become an associate professor?
It is paining that Assoc.Prof./Reader should complete 3 years in the pay scale of 12000-420, to get new pay of Assoc.Prof.(Direct Recruitment) as 37400 with AGP of 9000. In What way CAS is inferior than DIRECT REcruitment though CAS needs more service than direct recruitment. Justice is required in this. In this case, no clarity about CAS requiremnts.
why only readers and lecturer (sg) are keep on bagging from the ministry about the pb-4, why all the lecturer (ss) are not speking any thing about the loss they will make in the future.In ugc guide line it is mentioned
at present lecturer with (sg)/reader shall be place be in the pb-4 directly by designating them as an associate professor without any norms set by university or college when they will complete 3 years at that postion of lecturer(sg)/reader and they will be designated as same lecturer(sg)/reader till they shall be placed in pb-4 directly and they will not be designated as assistant professor (sg) in the AGP-8000
but lecturer (ss) at present will be designated as assistant professor (ss) and they will be placed in pb-3 with AGP-7000 ,after five years at this position they will become eligible for assistant professor (sg) with AGP-8000 provided they will fulfill the norms set by college or university .after the 3 years at the post of assistant professor(sg) with AGP-8000(WHICH IS NOT FOR THE PRESENTLY WORKING LECTURER (SG) THEY WILL BE DESIGNATED BY THE SAME POST TILL THEY SHALL BE DIRECTLY PLACE AS ASSOCIATE PROFESSOR AFTER 3 YEARS FROM THE SAME POST) they will become ELIGIBLE for the post of associate professor provided they will satisfy the norms set by university or college.
so why there is a discrepency between the presently working lecturer(sg) and newly designated assistant professor(sg) for promoting them to the post of associate professor eventhough their work experience remains same for the promoting them under CAS (one will be directly placed in pb-4 after 3 years at the post and other has to go through selection procedure eventhough they are same in all the aspect except their designation as per previous and present ugc norms
please all the lecturer (ss) go through the 6 pc report of ugc in detail and carefully so you will come to know about this fact
I am a 37 year old Woman teacher from Kerala with 13 years of teaching experience in B.Ed colleges. I have M.Sc (Chemistry); M.Ed; UGC (NET); PhD submitted thesis at R.I.E in 2008. I am working as a principal in a B.Ed centre.
I am earning a consolidated pay of Rs.15,000 per month with no perks, medical benefits, retirement benefits anything.
Even after 13 years since I qualified UGC-NET, I am not able to get a permanent job or at least a salary commensurate with your UGC pay scale.
I am wondering why UGC is not able to ensure UGC-Pay scale for UGC holders like me?
