In what could bring cheers to the university teachers, the UGC-Pay Review Committee on Friday recommended a whopping over 70 percent pay hike with additional allowances and new positions to academics.

As per the recommendations, at the entry level, a faculty member will join as an assistant professor, not as a lecturer as earlier, and his new pay band will be between Rs 15,600 to Rs 39,100. The teacher at the entry level will be entitled for a grade pay of Rs 6,600. At present, a lecturer's pay scale is between Rs 8,000 to Rs 13,500.
For assistant professor, assistant professor (senior scale) and assistant professor (senior grade), the pay band will between Rs 15,600 to Rs 39,100 while the grade pay will vary, Chadha told reporters in New Delhi on Friday.
A teacher will be entitled for annual increment of three per cent of the basic salary with compounding effect. Certain teachers with good performance record can get four per cent annual increment.
Similarly, the committee has recommended a new band pay between Rs 37,400 to Rs 67,000 for professor against the existing scale of Rs 16,400 to Rs 22,400.
"We have recommended more that 70 per cent hike in the scale of pay for various posts. For certain posts, the proposed hike is more than 90 per cent," Chadha said.
The hike would benefit more than five lakh teachers in over 400 universities and over 6,000 colleges in the country.
As per the recommendations, a vice chancellor will get a fixed amount of Rs 80,000 per month against the present package of Rs 25,000.
The committee has recommended introduction of new positions like senior associate professor, senior professor and professor of eminence.
Professors of eminence are expected to be experts on their subjects concerned and their package will at par with that of the vice-chancellors.
"This has been done to ensure that teachers do not languish after achieving a particular level," Chadha said.
The committee has also suggested new nomenclatures for various teaching posts. At the entry level, a faculty member will join as assistant professor, not as a lecturer as earlier while for readers, the new designation will be associate professors.
At college level, a principal will be entitled for a package of a professor, ranging between Rs 37,400 to Rs 67,000 per month against the current package between Rs 12,000 to Rs 22,400, he said.

"We will forward the recommendation to the government by 9th October after conducting discussions at our level. The government will have ample time to implement it," Thorat said.

The assistance can be extended up to 50 percent of the expenditure to those states which would implement the recommendations successfully into, Chadha said.
All the recommendations should be implemented into with effect from

There will be several assessment parameters like regularity in classroom teaching, holding tutorials, availability to students for consultation, participating in faculty meetings, guiding and carrying out research and participating in academic activities like seminar. I appreciate Prof. Chaddha Commission's Report to redress the anomaly of previous pay commission, by recommending to grant promotion under MPS/CAS (along with arrears) from date of eligibility and not from 27.07.1998 in view of the implementation of the whole 5th pay package from 01.01.1996, as the earlier arbitrary decision (to give promotion from 27.07.1998) spoiled the professional career of all those university teachers who were already eligible for promotion on or before 01.01.1996, as per UGC criteria, and faced tough screening and selection process but still got the promotion with effect from not earlier than 27.07.1998 without any rhyme and reason. This may please be clarified to be equally applicable for teachers being promoted both as a Reader and Professor under CAS/MPS to be uniformly effective from the date of eligibility. After the due justice to the sufferers, as above, their redressed salary arriving at on 01.01.2006 may please be considered for fixation under the new UGC pay scale, recommended by Prof. Chaddha.
Furtrher, Prof. Chaddha deserves hearty appreciation to recommend granting the designation of Senior Professor to the teachers in a university who have been consistently serving as a Professor for 10 years. It is, however, extremely important to please see that this well-deserved incentive is extended to all those who have been in position for 10 years as a Professor (or whenever they complete 10 years) without any pick and choose, if nothing is known against their character and conduct as a Professor. It would be nice if at least 4 advanced increments are permitted on completion of 10 years as a Professor while being re-designated as a Senior Professor (as has been recommended for Pro-V.C.s). This will be the minimum courtesy from the MHRD to honour this highest literate position under the Govt. of India who builds up and shapes the able human resources through this noble profession to carefully and graciously command different spheres of the whole nation.
Further, I do agree with Professor Chaddha that teachers’ periodical appraisal and emphasis on the maintenance of discipline, morality and sense of integrity should be the part and parcel of the new pay package.
Professor Chaddha and his associates need to be heartily thanked for creating the post of Senior Professor in a university for those who have spent 10 years as a Professor. I request, however, that with this legitimate honour a small incentive of few extra increments may also please be granted by the UGC, MHRD and Cabinet, if missed to have got a mention by Prof. Chaddha, and this should be extended to allo those who have completed 10 years consistently as a Professor and nothing is known against their character and academic conduct. This will be the minimum courtesy from the MHRD to honour this highest qualified position under the Govt. of India who builds up and shapes the able human resources with ultimate conclusive advice through this noble profession to carefully and graciously command different spheres of the whole nation.
I further feel indebted to the PRC for the redressal of previous PRS anamolies and granting CAS promotions from the date of eligibility with arrears from 01.01.1996. This has been a long due justice to the sufferers, as their redressed salary arriving at on 01.01.2006 will now be considered for fixation under the new UGC pay scale to be announced under the Sixth Pay guidelines. Explicit orders to this effect may please be issued in order to avoid any confusion/inadvertant discrepancy in this context at the local level.
Further, I do agree with Professor Chaddha that teachers’ periodical appraisal and emphasis on the maintenance of discipline, morality and sense of integrity should be the part and parcel of the new pay package.
Thanks for a historically remarkable recommendation by true academicians for true academicians.
I must appreciate the interest shown by the UGC pay review commission in recommending a hefty hike in the pay scales of college and university teachers. The commission has not only gave back the teachers their pedastalled glory by acknowledging their yeoman services but also kept in its view their economic well- being. The state governments that generally play the spoilt sport by coming out with obfuscating strategies of putting all proposals on the back burner should be taken to task if they fial to implement the recommendations on some lame pretext.
Something to say?
