Maharadhtra Election - Oct 2009 Manifesto with implememtable promises.
1- Slum rehabilitation- Cut of date as on 01-01-95 only.
All such slums dwellers not only in Mumbai but throughout Maharashtra, will be given houses in the same area, not necessarily at precisely same location within
2 years period from the date the land has been cleared for
construction.All the beneficiaries, except living Below Poverty Line will have to pay only the construction cost for the house allotted.It is important that, the allotee's name must be in the said list of slum dwellers and that the said allottee must also be a Domicile of Maharashtra as on 01-01-2009. Legal loopholes,
if any, will be taken care of beforehand only. Names appeared in
last published State Govt'e Gazette prior to 31-08-09 for
deciding BPL List, will be only considerred. 31-08-09 is the Day
on which Model Code Of Conduct was made effective in Maharashtra. All other slums after 01-01-1995, will have to be relocated but importantly at a different location. Model terms and conditions for this scheme, is ready with this author.
2 - Electricity production will be increased on annual basis.
efforts adopted by other State govts, like, Feeder Separation, protecting board officials from Political Pressure, competetive bids for long term Power Purchase MOUs, avoiding leakages both in revenues and power thefts. Minimum residential billing upto 300 units
can be fixed. All other existing consession may be continued.
3- With the approval of Central Govt and Finance ministry,All small & Marginal farmers holding an unirrigated agri land,will be given loans for constructing the modern Farm Ponds for ensuring water supply. MSP @ cost + 50% will be made mandatory for the staple crops only. For all other crops, Central Govt's MSP will be binding. If charges are to be taken, they will have to be added to their onward transactions.
4- The barren land of the State will be developed, into a
agriculturable land, by a separate autonomus Corporate Body.
Of corse after completing the Govt formalities for transfer of
Govt land. The such developed land will then be allotted on'No Loss No Profit basis' strictly to the Landless persons of that same locality Minimum 2 Acres, max 5 acres per Family.Govt's last published gazette prior to 31-08-09Since land will be duly transferred in their names, Banks will be able to give the requiste finance.
5- State Govt's overdraft as on 2008-09 @ 29% of its revenues will be reduced @2 % minimum per year and within 5 years it will be braught down to 15% of govt's revenue. Here Loan amount need not be watched but the % of revenue
is more relevent. The Central Govt should fix a cap on such overdrawings.and any valid reasons,if the limit is likely to be crossed, state Govt musttake prior approval.

6-Extensive use of Video Conferencing will be ensured for reducing the travel cost and security cost of Ministers and senior officials. police force can thus be able to do their basic duties.
7- For any concessions/Exemptions in Land value/ Sales tax/ Stamp Duty etc. bestowed upon to various industries, in lieu of it, a prorata basis % of its share capital, will have to be allotted to State Govt.
