Armed forces to get revised pay from November
New Delhi, Oct 1 (PTI) The 1.5-million personnel of the armed forces will not be a happy lot this festive season, as their revised pay scales are expected to be paid only in November.
They will take home, salaries under the old pay scales this month, but would get a part of the 40 per cent arrears under the 6th Central Pay Commission (CPC) that would bring some cheer before Eid, being celebrated tomorrow, and Diwali later this month.
The defence personnel's 3.5 million civilian counterparts would go home with lot of plans to celebrate, as they got an increased pay under the new scales this month.
The new CPC scales came into retrospective effect from January 1, 2006.
The government has already announced that it would paid out a part amount of the 40 per cent arrears to the armed forces, following the forces submitting their CPC salary vouchers.
The defence chiefs had accepted the new "discriminatory" pay scales, after prolonged protest by refusing to implement the Cabinet decision, with Defence Minister A K Antony talking to Navy chief Admiral Sureesh Mehta, IAF chief Air Chief Marshal F H Major and Army chief General Deepak Kapoor.
Prime Minister Manmohan Singh also set up a three-member ministerial committee headed by External Affairs Minister Pranab Mukherjee, with Antony and Finance Minister P Chidambaram as members, to consider the defence personnel's pay-related grievances. PTI

Armed Forces personnel are still struggling to get deserved status in pay and allowance with their civilian counter part. It became so hot and sour as it pertains to high ranking officers in the Armed Forces. Have anyone consider about the subordinate in the same balance used for the officers of the forces? Let me brought out some truth about the subordinates (PBOR) in the Armed Forces.
Civilians are eligible for 3 ACPs at an interval of 10, 20, & 30 years of their service and for Armed Forces it is 8, 16, & 24 years of their service as per SCPC. Now take an example of a LDC and a Sepoy clerk joining in the service on same day. Both are in PB-1 and after completion of 8 years of service this Sepoy clerk will get an ACP/Promotion and he will continue in PB-1 in the rank of Naik with 9th increment & with the same grade pay in the pay scale. Two years later the LDC will get an ACP/Promotion in the post of UDC and avail the grade pay of 4200 in the pay Band of PB-2. The clerk joined in the Forces need to wait another two ACP/Promotion to reach at PB-2. Same time it cannot be forgotten that time bounded promotion scope is provided to Officers from the rank of Lt to Lt Col within a span of 12 years of service. Can anyone understand the disparity within and without towards the PBOR in the Armed Forces?
Let us consider another category in the Forces -The diploma holders – The origin of most out of these cadre is from other technical trades men and after completion of diploma they are placed in X group (It is good to mind that all X group personnel are not diploma holders). These personnel are entrusted with wide scope of work like planning & preparation of estimate, supervision, execution of works, including officiating duties of Engineer – in – Charge if required at places. And if necessary they must fulfill the trades’ men work like electrical, mechanical, communication, driving, clerical, store keepers etc. These fellows are sometimes referred as the pillars of the organization and in this Pay commission they are awarded with an appeasing package of X group pay 1400/-(fixed). The minimum status of these fellows in the Armed Forces is starting from Naik or equivalent (after completion of diploma) comes under PB-1 with a grade pay of 2400/-. The entry level of his civilian counter part (Junior Engineer) is PB-2 with a grade pay of 4200/-. On obtaining ACP/Promotion after 8 years of service, the X group fellow will become Havildar and continue in the PB-1 with a grade pay of 2800/-. Again he needs one more ACP/Promotion to reach at the entry level of his civilian counter part! When the civilian counter part joined as a diploma holder (Junior Engineer) enjoy the salary of a Superintendent Engineer after obtaining all three ACPs, this poor fellow hardly drawing a salary of Subedar / Subdar Major or equivalent only because of the mercy of uniformed service in the Armed Forces. Are you thinking such type discriminations/disparities in the PBOR level are not known to the Armed Force Officers those are struggling to secure their own status today? All these things are highlighted a number of times but the conditions are still continuing. Only the integrity & Positive humanitarian view and the officer like qualities of the officers in the Armed Forces may give the answer.
Another interesting thing is the deficiency of officers in the Armed Forces & Pay scale of officers. The logic in the propaganda not seems any validity. All officers can enjoy the time bound promotion criteria i.e. promotion from Lt to Lt Col within 12 years of service. The speed of promotion from Lt to Lt Col is not at all matching with that of further ranks/promotion. This is the only reason for volunteer retirement and least enrolment. All the survey reveals that the deficiency of officers is in the lower ranks only. Now how the better pay can solve the problem unless providing a promotion scope? Among the civilian counter part the speed of promotion is very much balanced. Moreover in order to fulfill the lower officers ranks among the civilians and Para Military Forces & Police Forces; they are allowing an input from the subordinate staff in the row of promotion. Thus the lower officer ranks are much efficiently equipped with well experienced persons in almost all the civilian office setup. Is there any common sense considering all the subordinates are without an officer like qualities in the row of promotion in order to fulfill the vacancies of lower level officer rank? It is obvious that the British policies are still following / practicing in the so called modern Indian Armed Forces. When it comes to the ground, whether it is a war field or a technical field the output of a PBOR having not less than 15 years of service is much effective than that of a number of Officers (having so called officer like qualities) having an experience of 10 years. It is a fact that the huge losses of MMM (Men / Money / Material) of Armed Forces had been taken places only because of the leading/directions of the inexperienced lower level hands without giving any importance of the words of the experienced subordinate in the Armed Forces. And every time it had been depicted as supreme sacrifice and adorned with some medals. How can challenge it? So the deficiency of the Officers in the Armed Forces is never going to fill up until effective & practical policies are implemented. Anyway on other side it is very useful for better propaganda.
Finally, the status of any Officers is determined by the subordinate over whom he exercises his powers. I mean if a person is supervising (exercising the power) over some muzdoors, and then he is called Mate/Munshi (Whatever may be his pay-band). When compare with civilian counter part of high ranking Armed Forces Officers, they (Civilian Officers) have well paid and well status maintaining subordinate staff. They are much careful about their men’s welfare (otherwise their union will do for them). They ensure reasonable pay and benefits/promotions of their men along with that of themselves. But here in the Armed Forces, the state of subordinates is much pathetic. They have no voice, no status, no representative, and no union. Regarding the service condition and the scope of their work; they must do anything for the satisfaction of their officer; just like a slave. Considering the pay & Allowances, benefits / promotions they never can attain same as their civilian counter part; hardly any officer look into this matte even. So tell me what shall be the appropriate status of the task masters (Whatever may be the Pay-Band) of the Armed Forces compare to their civilian counterpart? Ever will open the eyes of these high dignitaries of the Armed Forces on all these issues of their subordinates?

Permanent commission for women officers
Antony termed the decision to offer permanent commission for women officers in the armed forces as "a major step forward".
"The file for this has been created. To begin with, permanent commission would be offered to women in certain branches. We have made a start. Further improvement would be made in subsequent stages," he said. Speaking on the limitation of permanent commission to certain branches like education and legal services, Antony said "Rome was not built in a single day. Let us make a start. It could be improved further".
