In ROPA 2009 the High School teachers West Bengal with graduate scale are going to be deprived the most. Previously the Headmasters got Rs 8000/- as initial basic pay which was Rs 2000/- more than the Masters' Degree scale (Rs 6000/-). But now they are in the same Pay Band with the Assistant Teachers. They will draw only Rs 600/- more than an Assistant Teacher as the Grade Pay. An Assistant Teacher with Hons Degree will draw just Rs 100/- less than a Masters' Degree holder. And then comes the most TRAGIC recommendation. A graduate teacher will draw Rs 2600/- less than a Masters' Degree holder though they are working in the same designation. Here are the pay scales (The previous pay scales are in the brackets):
Pass Graduate: PB-3 : 7100-37600 + 4100 (4650-10175)
Hons Graduate: PB-4 : 9000-40500 + 4700 (5500-11325)
MA/MSc/MCom: PB-4 : 9000-40500 + 4800 (6000-12000)
Headmaster : PB-4 : 9000-40500 + 5400 (8000-13500)
The difference between a Headmaster and a Masters' Degree holder is reduced from Rs 2000/- to only Rs 600/-. That between a Masters' Degree holder and an Hons Graduate is reduced from Rs 500/ to Rs 100/- only. But the difference between an unfortunate Pass Graduate teacher and an Hons Graduate teacher is increased from Rs 850/- to Rs 2500/-. Where a Headmaster can draw almost the same scale as an Assistant Teacher then why should another Assistant Teacher with the same designation draw such a low pay scale? Its absolutely ridiculous in this Pay Commission. What was A.B.T.A. doing when the Pay Scales were fixed!!!

There were two benefits of 10 & 20 years experiences. Whether it exists in the new pay scale, or is there any promotion scheme ( such as higher grade pay after 16 yrs )?

There is no 10 or 20 years benefit in this ROPA 2009. Upgradation after 16 years is also missing. Hope (though we are hopeless!) these will be mentioned in the coming government orders.

I joined as a Head Mistress on 29th April 2006 with basic pay 8825.From the 12th of June 2006 the school upgraded to Higher Secondary.Then we got 2 additional INCREMENTwith basic pay 9375.Please let me know that what will be my basic pay on July 2006.My normal INCREMENT was 112006 as an assistant teacher.What will be the next date of the next INCREMENT.Please send the whole calculation in my email id (shabina.perveen@yahoo.co.in)

As an inservice Veterinarian from the District of Darjeeling, I have got two points to bring into for its perusal on the recommendation of the 5th pay commission (WB):-
1. Unlike previous ROPAs, the ROPA '09 has deprived the employees of the hills, because The Hill compensatory allowance (HCA) & the winter allowance which are not justified which may have its repercussion like unwillingness of the personals from plains to work in the hills.
2. Introduction of risk allowance and the qualification allowance in the veterinary services would have a definite impact for enhancing the efficiency of this service towards the State.
Any idea about when school teachers are going to get the arrear(1st installment)?And how is it going to be calculated?Pls answer.
caculate ur basic pay da p.tax frm 1st april 2008 to 31march 2009 in odl scale then u caculate 1st april2008 to 31march 2009 in same manner in revised scale then revised gross gross - old gross in each month it will ur arrear in every month. total arrear/3= 1st installment. if any problem u cn called me 9474513214

it is very easy calculate ur basic pay, da p.tax frm 1st april 2008 to 31st march 2009 in revised scale then caculate pay, da+dp, ptax inrevised scale from 1st april2008 to 31march2009 in every month. then revised gross-iod gross in every month this is ur arrear in every month. arrear will payment three equil amount ei total arrear/3= 1st installment. if any confusion pls called 9474513214
